New Delhi, April 16: Almost 10 months have been passed and around 1 lakh central government employees have been waiting for the implementation of 7th Pay Commission. Some reports suggest that around 47 lakh central government employees and 53 lakh pensioners are upset with the delay in the report submission on higher allowance by allowance committee. On the other side Ministry of Health and Family Welfare (MoHFW) has said in a report that most of the Medical Institutes have expressed inability to meet 30% of the additional financial impact after the implementation of 7th pay Commission, a report published by govtempdiary.com said. Following which the MoHFW has submitted 13 proposals to Ministry of Finance for relaxation in the condition to bear 30% of the additional financial impact. (Update: Committee on Allowances most likely to submit report this week; no clarity on HRA)

The report issued by the MoHFW also confirmed that the Government has not put any mandatory condition on Medical Institutes to generate 30 per cent of the additional financial impact incurred on implementing the 7th Central Pay Commission. All these answers came after the Central Government Employee Federation had written a letter to the Union Ministry of Health and Family Welfare.
On the other nurses employed with central government hospitals had called for an indefinite strike on May 23 demanding pay hike. The Nurses Federation of India which is a part of the Central Government Employees Federation had reportedly called for an indefinite nationwide strike after the government failed to implement 7th Pay Commission. The agitation titled as “Mass Dharna” will be carried out by nurses almost a month from now
Last month, around 5,000 nurses at All India Institute of Medical Science (AIIMS) went on a mass casual leave, alleging the hospital administration of discrimination in the roll out of 7th Pay Commission. The mass agitation led by nurses also led to a complete halt at the emergency services at the AIIMS.

Questions raised by the Central Government Employees Federation

  • Whether medical institutes are finding difficulty in complying with Governments circular to generate 30 per cent of additional financial impact incurred on implementing 7th Central Pay Commission (CPC);
  • Whether most of the medical institutes have said that it will not be possible to generate the 30 per cent of additional financial impact without burdening patients and for them Government hospitals are the last hope especially for the poorer section of our society;
  • Whether most institutions have now written to Government explaining the difficulty; and
  • If so, details thereof and steps proposed to be taken up by Government thereon?
