7th Pay Commission: Allowances Woes Plague Central Employees
New Delhi: Central government employees have to get their allowances under the 7th Pay Commission recommendations after 11 months have elapsed since the union cabinet approved the 7th Pay Commission recommendations for salary hike.
A central government employees union leader, said the government has not released the revised allowances for central government employees for 11 seven months because less wastage of money, according to government’s view.
He said the delay in payment revised allowances has affected about 48 lakh serving central government employees, who could not pay their house rents, tuition fees of children, installments of home and vehicle loans and insurance premiums.
“We were promised in August, 2016 by Finance Minister Arun Jaitley that the revised allowances (as per the 7th Pay Commission) would be given to us within four months, but it’s going to pay this month, while the 7th Pay Commission recommendation for basic pay was implemented in August, 2016 with arrears, effective from January 1, 2016,” the union leader told The Sen Times.
“For the first time, government implemented basic pay and allowances separately after receiving the pay commission report, before it, the basic pay and allowances were implemented together, while no arrears was paid in respect of allowances,” he added.
“There is precedent, every revised allowance was increased than what the preceding pay commission recommended. However 7th Pay Commission slashed down House Rent Allowance (HRA), which constitutes a substantial part of central government employees’ salaries.
The 7th Pay Commission had recommended HRA at the rate of 24 per cent, 16 per cent and 8 per cent of basic pay against 30 per cent, 20 per cent and 10 per cent under the 6th Pay Commission. This is the first time ever that HRA has been brought down. The government stuck with the 7th Pay Commission’s recommendations on HRA and gave nod accordingly” he confirmed.
Hence, it has caused tremendous irritation and frustration among the central government employees.
Earlier, the government on June 28 increased allowances, which comes into effect from July 1, 2017, while he government hiked the basic salaries for the central government employees from August 2016. They also got basic salary arrears from January 2016 on the recommendations of the 7th Pay Commission.
