Implementation of Schemes for SCs/STs

Will the Minister of PLANNING be pleased to state:-
(a) whether the planning experts of the country have ascertained the reasons for the failure of proper implementation of schemes for SCs and STs throughout the country;
(b) if so, the details thereof;
(c) the reasons for failure of proper implementation of the schemes;
(d) whether it is true that the major portion of funds meant for such schemes has been diverted; and
(e) if so, the details thereof and the steps taken to check the misuse of the funds for schemes/ programmes for the welfare of SCs/STs?

(a)&(b) The efficacy and issues related to it, with respect to schemes for SCs and STs are ascertained through periodic evaluation. One such evaluation of the Scheme of Special Central Assistance (SCA) to Scheduled Castes Sub-Plan (SCSP) and Scheme of Special Central Assistance (SCA) to Tribal Sub Plan (TSP) was conducted in the year 2013, by the erstwhile Planning Commission, through National Institute of Rural Development & Panchayati Raj (NIRD & PR), Hyderabad. Similar evaluation studies are also conducted by the Nodal Ministries i.e. Ministry of Social Justice & Empowerment and Ministry of Tribal Affairs.
(c) The findings of the evaluation study do not suggest failure of the schemes. However, some of the limitations identified in the implementation of the schemes are lack of effective planning at bottom level, lack of convergence of programs, thin distribution of resources, lack of awareness about the schemes amongst the SCs/STs, etc.
(d) NITI Aayog has not come across any specific case of diversion of funds allocated for welfare of SCs /STs.
(e) Does not arise.
