Department to end the problem of delay in pension payment!

Sir,
· Sub: Request for streamlining payment of Pension to Pensioners having POSB Account.
· Ref: AIPRPA / Pension / 2 / 2019 Dated 23th April, 2019
In continuation of this Association letter cited above, we wish to bring to your kind notice that the POSB Pensioners in several States experienced the same problem of non-credit of Pension in their SB Accounts till late in the afternoon of the pension payment day on 30th April also. In fact it is not out of place to mention that a retired Superintendent of Post Offices who waited till afternoon from morning and returned without drawing his pension met some physical difficulties due to rising heat of summer in Erode Town of Tamilnadu Circle. Such incidents are not uncommon in other States also. This Association suggests the following remedies for the consideration of the Department to avoid such delayed credit of pension in POSB Accounts of Pensioners:
1. As like the system in online banking, the credit can be ordered to be made on a particular date in advance. Under such arrangement the order is recorded but the actual credit is made only on the particular date of our order. Similarly, the Pension amount to all POSB Pensioners can be credited well in advance but under a specific command of actual credit to be made only on the morning of the pension payment day.
2. Until such a facility is ordered to be made through the software providers, a temporary solution can be made by the Department to cause to order officials of particular HPO earmarked to upload the pension and pay credits to all pensioners and officials as well as of the concerned DPA offices on Over Time from 7.00 A.M to 10.00 A.M on the pension payment day to start the uploading work from the early morning itself. This will enable avoiding some delay in drawing of pension early in Post Offices.
3. It is not out of place to mention that such a problem is not faced by the Pensioners who draw their pension from the Banks as there appears to be no such hiccups in giving credit at the appropriate time without any technical delay. This aspect shall be noted by the Authorities as any continued apathy may drive the pensioners to leave POSB system and opt for any Bank. Such a move will bring down sufficiently the traffic of POSB at a crucial time when the DoP is expanding its banking operations through IPPB.
This Association is confident that this issue will be addressed on importance by the Administration at your personal intervention.
