Problem faced
Agra Region (Department of Posts) is running Postal Operation in the
western side of UP containing 14 districts. It has wide network (including
3065 POs, 5098 employees and 3500 agents) providing various postal
services through its counter operation (SB, RD, TD, MIS, SSA, Sr. Citizen
etc.), mail operation booking & delivery of parcel transition of parcels,
disbursement of payment (salary, pension, DBT, Scholarship etc).
After announcement of Lockdownwe are facing following problem
through all the Divisions:-
1. Mail operation- (Transportation and delivery of mail)
The geographical situation of this region is very important. It is connected
to rest of UP, MP, Rajasthan & Delhi directly through Rail & Roadways
connection. It was a big challenge to re-establish the transportation
connection after shutdown of Railways services
With the lockdown majority of the offices (Govt. & Private) are closed and
people have locked himself into their houses. The big challengewas to
deliver mails to customer.
2. Counter Operation: We have 3065 Post offices including Branch
offices and RMS offices in Agra Region. Our biggest challenge is to run
these Post Offices with proper safety. We have to ensure that counter areas
must be disinfected throughout the operation.
3. Payment Disbursement: During the lockdown, the biggest problem of
withdrawal of Cash occurred to the general public. People are in need of
money for their expenses. But it is very hard for them to reach at Cash
Disbursement Point.
4. Majority of customers are not able to come to Post offices and they are
facing serious issues regarding cash transaction, booking of mail e.t.c
during the lockdown period.
1. Mail operation- (Transportation and delivery of mail)
The sorting offices and Rail Mail offices are being sanitized properly. So
that our mail and officials will remain disinfected.
We have stabilized connection through road network for outbound mails
for Agra – Kanpur-Lucknow, Agra-Mathura-Aligarh-Ghaziabad- Delhi
and Jhansi etc.
We have provided all necessary equipment (Hand wash, sanitizer ,Face
marks, globes) to all our mail & delivery staff so that they can sanitize
themselves while they are going door to door.
We are delivering medicines to hospitals (Mainpuri Division has delivered
special bag of medicines to Mainpuri District Hospital).
2. Counter Operation:
We have maintained proper roster so that we can run counter operations in
any difficult situation.
We have trained our employees through the help of NHM, District Health
Department and various online video/ literature so that they can perform
counter operations safely.
Counters of Post Offices are being sanitized properly. Counter area are
being disinfected by prescribe Chemical (Sodium Hypo Chloride)
periodically.
Supply of necessary tools like mask, hand sanitizer, globs etc.
Proper distance are being maintained in queue, washing of hand are being
insured at entry of each Post Office and sanitize the hand during every
counter operations.
During the transactions the customers are being educated properly about
all safety measure to stop the spread of COVID-19.
3.Payment Disbursement:
A newly launched platform AEPS (Adhar Enabled Payment System) is
being utilized properly for cash disbursement. We have ....of postal
employees, equipped with Adhar Enabled Payment System with this they
can move door to door so that general public can avail this facility.
The Payment of different schemes announced by Government of India
(like NREGA DBT, PMGKGY, Pension, and Scholarship) is being
provided to general public through the AEPS.
AEPS is based on OTP, So that the public and the employee can be
protected and safe from COVID-19.
Disbursement from other banks is also being made available to the general
public through AEPS.
4. Majority of customers are not able to come to Post offices and they are
facing serious issues regarding cash transaction, booking of mail e.tc
during the lockdown period :-
We have taken following step to provide the essential India post Services:
Post offices are static offices so that we have launched a mobile Post
office in Agra on 28.03.2020 which can provide all the services available
in the Post offices.
A mobile Post office equipped with in a big covered van with essential
hardware, safe internet connection and power backup can go door-to-door.
A dedicated customer care number has been assigned so that people can
call and avail the India Post services such as cash transaction, booking of
consignment, Purchasing of stamps e.t.c.
Standard operation protocol with introduce in this mobile Post office so
that proper sanitization and disinfection can be maintained.
Impact of
solution/intervention
In spite of such critical condition, we are able to provide the services of
Post Office saving Bank and Mail Operations to our customers. Counter
operations are safe and disinfection is being maintained throughout the
operation.
AFTER THE LOCKDOWN AEPS TRANSACTION DETAILS:
Since 23.03.2020 Total Transaction details:
Total No. of Transactions- 1436
Total Disbursed Amount- Rs. 5034153.00
During this short time of span we have reached 53 number of customers at
their door step and Rs. 10,08,844/- amount of transaction have been done.
Booking of consignment and selling of stamp are also going on.
