Subject: Maintenance of APARs of Inspector Posts, Assistant Superintendent of Posts and Postal Services Group ‘B’ officers in the Department. of Posts.
Sir/Madam,
I am directed to invite attention of all concerned to this office letter of even No. dated 06.03.2019 on the above mentioned subject wherein instructions were issued for custody of APAR in respect of Inspector Posts, Assistant Superintendent of Posts and Postal Services Group ‘B’ officers in Circles. It has been observed that the guidelines/instructions issued on the subject by this Directorate from time to time are not being adhered to uniformly by all the Circles and now it has been felt necessary to consolidate the instructions/guidelines and reiterate the same to the Circles as under:
2. The APARs in respect of all Inspector Posts and Assistant Superintendent of Posts working will be kept under the custody of Director Postal Service (HQ). The APARs in respect of Postal Service Group ‘B’ officers working in the entire Circle will be kept under the custody of Sr. Private Secretary/Private Secretary to Chief Postmaster General of the concerned Circle. A watch will be kept by the concerned officers that all the APARs have been properly written and reviewed as per guidelines prescribed vide DoP&T OM No. 21011/8/85-Estt. ‘A’ dated 23.09.1985 as amended from time to time. All APARs will be scrutinized properly to ensure that no entry is left to be made.
3. APARs in respect of Postal Service Group 13′ officers working in RAKNPA/Postal Training Centres may be kept with the concerned Reporting officer instead of concerned Circle. When the Group ‘B’ officer is posted out of PTC/Academy, APAR dossier can be forwarded to concerned CPMG for keeping the same with the Sr. Private Secretary/Private Secretary to Chief Postmaster General of the concerned Circle.
4. As the officers of the cadre of Inspector Posts and Assistant Superintendent of Posts are borne to the Postal Training Centres/RAKNPA on deputation from the Postal Circles, the APARs in respect. of Inspector Posts and Assistant Superintendent of Posts working in the Postal Training Centres/RAKNPA should be forwarded to concerned Circles from where the officers are brought on deputation for keeping the same with Director Postal Services (HQ) of the concerned Circles.
5. The APARs in respect of PS Group ‘IV officers posted in Postal Directorate including Business Development/Parcel/ PLI Directorate after review will be kept in the custody of CS to Member (P). Whenever these officers will get posted out of Directorate, the APARs will be sent to concerned custodian as defined above. As regards APARs in respect of Inspector Posts/Assistant Superintendent of Posts working on deputation /attachment in Postal Directorate including Business Development/Parcel/ PLI Directorate after review will be forwarded to the concerned Circles from where the officers are brought on deputation/attachment for keeping the same with DPS (HQ) of the concerned Circles.
6. Whenever transfer of APAR dossiers takes place, a reference must be given to the concerned officer so that the officer concerned is aware about his APAR movement.
7. All Heads of Circles/Postal Training Centres are therefore requested to adhere to the above instructions scrupulously and a detailed compliance report indicating the status of custody of the APAR dossiers in respect of above categories of officers may be sent to the undersigned.

Subject: Maintenance of APARs of Inspector Posts, Assistant Superintendent of Posts and Postal Services Group 13′ officers in the Department of Posts.
Sir/Madam,
I am directed to say that manner for preparation and maintenance of APAR have been stipulated by DoP&T vide its invite OM No. 21011/1/2005- Estt. A) (Pt-II) dated 23.07.2009 and amended from time to time. This Department has also been following these instructions and circulated the same along with Reporting/Reviewing/Accepting Authorities as applicable to various categories of the officers to the circles from time to time.
2. Jharkhand Circle has sought a clarification as to who will write APAR in respect of Group ‘A’ & ‘B’ officers as well as review the APARs of Inspector Posts and Assistant Superintendent of Posts in the absence of Director Postal Service. The issue has been examined in this Directorate and it has been observed that instructions contained in DoP&T OM No. 21011/8/85-Estt. ‘A’ dated 23.09.1985 are self-explanatory and clear regarding writing of APAR in the absence of Reporting Officer.
These instructions are reproduced as under:
” Where for a period of Report, there is no Reporting Officer with the requisite experience to initiate the Report, the Reviewing Officer himself may initiate the Report as a reporting Officer provided that the Reviewing Officer has been same for the entire period of Report and he is in a position to fill in columns to be filled in by the Reporting Officer. Where a report is thus initiated by the Reviewing Officer, it will have to be submitted by him to his own superior for Review if there is superior officer to him.”
3. Thus, in the absence of DPS, APARs of PS Group ‘B’ officers should be initiated by PMG and to be reviewed by CPMG. In the absence of both DPS and PMG, APARs of PS Group ‘B’ officers should be initiated by PMG being additional charge and will be reviewed by the concerned CPMG. Similarly, in the absence of DPS, APARs of Inspector Posts/ ASPs should be reviewed by PMG. In the absence of both DPS and PMG, APARs of Inspector Posts/ ASPs should be reviewed by PMG being additional charge.
4. All Heads of Circles/Postal Training Centres are therefore requested to adopt above cited guidelines arising out of a situation of non availability of Reporting Officer/Reviewing officers in PS group and IP/ASP cadres respectively and adhere to other instructions regarding maintenance APARs scrupulously as per the guidelines issued by DoP&T from time to time. Wherever the APARs have already been written the same need not be reopened.
