AIPEU CHQ writes to Secretary (Posts) on grant promotion in HSG-II & HSG-I relaxing the norms as one time measure.

Sub: -  Discrimination in grant of HSG-II promotion in A/cs line and General line.

Ref: -   Directorate No. 4-1/2016- SPN-II dated 25th April 2019.

Sir,
A kind attention is invited towards Directorate letter no referred above under which instructions have been issued to all heads of Circles to grant HSG-II promotion to those accounts who have completed 3 years of service after passing Accountant examination. Accordingly some Circles have granted promotion to such Accountants in HSG-II.
In General line so many posts of HSG-II and HSG-I are lying vacant as the eligible candidates having 6 years and 5 years service in LSG and HSG-II are not available.
We have requested several times to grant one time relaxation for HSG-II and HSG-I promotions taking in to account the service as 3 years Earlier this type of relaxations have been given.
Now taking into account the same analogy which has been applied for Accountants line, the officials of General line LSG may also be granted promotion in HSG-II and after that in HSG-I taking 3 years as qualifying service.
Therefore we would urge upon you to kindly consider sympathetically and grant promotion in HSG-II & HSG-I relaxing the norms as one time measure.
