Grant of Officiating Pay and Allowances to Selection Grade officials

Jaleswar Kanhar, IPoSChief Postmaster GeneralOdisha Circle, Bhubaneswar – 751 001Sub:- Grant of Officiating Pay and Allowances to Selection Grade officials - reg.Respected Sir,This is to bring your kind notice that due to non-availability of eligible HSG-II and HSG-I officials, many of such posts have been downgraded in Odisha Circle to LSG and HSG-II cadre respectively according to the person available in position vide C O Memo No. EST/1-2/Rlg/2016-Corr-III, dated 04.02.2020. Even many HSG-I posts have also been downgraded to LSG Cadre. As a result, the existing LSG officials are now working against many vacant HSG-II and HSG-I posts now downgraded to LSG.Consequently, the resultant vacancy occurred against LSG cadre due to above arrangement throughout the Circle are forcefully managed by the TSPAs without any officiating pay and allowances to them who are also in the line of promotion to LSG cadre.In this context, we would like to draw your kind attention towards Para – 6 of Directorate letter No.137-64/2010-SPB.II, dated 28.07.2011 which directs for officiating arrangements in such cases in accordance with Rule 27 or Rule 50 of Postal Manual Volume – IV or as per the instructions of DoP&T and Ministry of Finance and remunerate them by allowing the pay and allowances in the pay level of the higher posts for the period the officials continue to officiate in it. Even Para 12 and 13 of the letter ibid emphasizes that in case a regularly appointed PA/SA or LSG official is granted financial upgradation under MACP-I or MACP-II/III, is appointed as per Rule 27 or 50 to officiate / hold full charge of the norm based LSG post or HSG-II post , he / she will be entitled to draw pay and allowances attached to the post of LSG or HSG-II as the case may be.It is needless to reiterate that huge numbers of officials in PA / SA and LSG cadre are now holding full charge of LSG and HSG-II / HSG-I posts respectively in Odisha Circle.Therefore, it is requested to stop frequent up-gradation / down-gradation of HSG-II and HSG-I posts and instruct all Divisional / Unit Heads to grant officiating pay and allowances to all PAs / SAs and LSG officials who hold full charge of LSG and HSG-II / HSG-I posts respectively.Expecting your kind response and immediate action, Sir.With regards.Yours faithfully,
