Date:25/08/2020
Subject: Changes in Rules 307 and 308 of Postal Manual Vol.II

Rules 307 and 308 of Postal Manual Vol. -II provides for destruction of specific forms and documents mentioned therein by burning them in fire when they become obsolete.

2. In this connection, circulars have been issued from time to time to discourage this practice, as burning of papers leads to increase in air pollution.

3. The matter was brought to the notice of the competent authority and accordingly it has been decided that from now onwards burning of papers should be avoided. Instead, the spoilt and/or obsolete receipt books, pass books, etc., should be destroyed by shredding.

4. Accordingly, it is requested that Rules 301 and 308 may please be amended and the words 'destroyed by fire' in Rule 307 may be replaced with "destroyed by shredding" and the word 'burnt' in Rule 308 may be replaced with "shredded".

This has the approval of competent authority.
