Fixation of pay of Government officials
SHRI NEERAJ SHEKHAR:
Will the Minister of Finance be pleased to state:
(a) whether the benefit of fixation of pay to officials at 18,460/- under 6th Central Pay Commission who were promoted from pre-revised Grade Pay of 4,200/- to 4,600/- between 01/01/2006 and 29/08/2008 have been extended to officials in the Central Government other than assistants of CSS cadre;
(b) if so, the details thereof and, if not, the reasons therefor;
(c) whether the benefit of the above fixation of pay has been given to employees of Kendriya Vidyalaya Sangathan, President’s Secretariat, Hon’ble High Court of Delhi, and Hon’ble Supreme Court, CAG etc., and
(d) if so, the details thereof ?

(a): Yes Sir. This benefit has been extended to Personal Assistants of CSS,
Assistants and Personal Assistants of Railway Board, MEA and AFHQ cadre
which are treated at par with CSS.
(b): During the course of implementation of CCS(RP) Rules 2008, on reference from MEA, Railway Board, DOPT & AFHQ in the year 2009, this Department has issued certain clarifications regarding the manner of fixation of pay of officials promoted as Assistants/PAs between 01.01.2006 and 31.08.2008, stipulating that in the case of Government Servant who were promoted as Assistant/PAs between 01.01.2006 and 31.8.2008, their pay will be fixed as per the option exercised by them. In terms of CCS(RP) Rules 2008, they have the option to (i) either have their pay fixed w.e.f. 01.01.2006 with reference to scale of the lower post which they were holding as on 01.01.2006, or (ii) from the date of promotion which took place after 01.01.2006; in such cases, their pay will be fixed with reference to the fitment table of the higher pay scale, however, they will not be entitled to arrears of pay from 01.01.2006 till the date of option.
