CCS - CONDUCT RULES 1964

29. Enumerate the special provisions in the CCS (Conduct) Rules to regulate the performance Conduct and behavior of the Government Servant while discharging his official duties and responsibilities.

He should not act otherwise than in his best judgment in the exercise of the powers conferred on him except when he is acting under the direction of his official superior.

(a) Such directions shall be in writing as far as possible.

(b) Confirmation of oral instructions shall be issued/obtained in writing.

(2) Government Servants shall not act in a discourteous manner in the performance of official duties and shall not adopt dilatory tactics or cause willful delays in his official dealings.

(3) Governments Servants shall not indulge in any act of sexual harassment to any woman at her work place and those in charge of a workplace shall take appropriate steps to prevent sexual harassment to any woman in such workplace.

30. What are the conditions prescribed in the C.C.S. (Conduct) Rules, 1964 regarding employment of near relatives of Government servants in companies or firms?

The following are the conditions prescribed in the C. C. S. (Conduct) Rules, 1964, regarding employment of near relatives of Government servants in companies or firms:

1.        Government servant should not use his position or influence directly or indirectly to secure employment for any member of his family in any company or firm.

2.        Without the previous sanction of the Government, a Group 'A' Officer shall not permit his son, daughter, or other dependant, to accept employment in any company or firm with which he has official dealings or in any other company or firm having official dealings with the Government.

3.        Whenever the appointment is considered urgent and cannot await prior permission of the Government, the employment may be accepted provisionally, subject to the permission of the Government, but a report must be given to the Government.

4.        If a Government servant becomes aware of the acceptance of an appointment in any company or firm by a member of his family, he should immediately report to Government the fact of such acceptance and should also intimate whether he has or had any official dealings with that company or firm.

5.        A Government servant should not in the discharge of his official duties, deal with any matter or give or sanction any contract to any company or firm or any other person if any member of his family is employed in that company or firm or under that person. If the Government servant or any member of his family is interested in such matter or contract, he should refer every such matter or contract to his official superior and the matter or contract should thereafter be disposed of according to the instructions of the superior.

6.        Employment on commission or agency basis will also be deemed to be regular employment and will be governed by the instructions applicable to regular employment but this will be limited to contracts or dealings with Govt departments.

7.        Every member of the staff of this department, whose spouse or other member of family desires to accept employment in any foreign mission or related organization should ascertain from this section the procedure to be forwarded before accepting such employment.
