ANSWER

MINISTER OF STATE FOR SOCIAL JUSTICE AND EMPOWERMENT
(SUSHRI PRATIMA BHOUMIK)

(a) to (d): As per information given by the Department of Personnel and Training, the quantum of reservation for OBCs in respective States/UTs, in case of direct recruitment to Group ‘C’ and ‘D’ posts, normally attracting candidates from a locality or a region, was initially fixed in 1993, vide – O.M. No. 36012/22/1993-Estt(SCT) dated 29.12.1993, subject to a ceiling of 27%, while also ensuring that the total reservation for SCs, STs and OBCs did not exceed the limit of 50% in any case.

This quantum of reservation for SCs, STs and OBCs was revised vie OM No. 36017/1/2014-Estt.(Res.), dated 5.7.2005, keeping in view the figures of the 2001 Census. Copies of the aforesaid O.M.s, dated 29.12.1993 and 5.7.2005, are at Annexure-I and Annexure-II respectively.
