DEPARTMENTAL ENQUIRIES AND INVESTIGATIONS

 WRITING OF NAME AND ADDRESS OF THE SENDER OUTSIDE THE REGISTERED ARTICLES

 i.         These orders require the noting of name and address of the sender with PIN code on the outside of registered articles compulsory.

ii.       No registered article should be accepted for booking unless it bears on the outside the name and complete address of the sender including PIN code.

iii.     However, an article should not be refused for booking for want of PIN code in sender's address. If the address is otherwise adequate to redeliver the article to the sender without any ambiguity or if the delivery zone is given.

iv.      Government Offices, banks and other public institutions generally impress rubber stamp which only indicate the name of the office without giving full postal address. The senders should be told to give clear and full address. Otherwise such articles need not be booked.

 DELIVERY OF REGISTERED ARTICLES IN THE ADDRESSEE IS NOT AVAILABLE OR THE HOUSE IS LOCKED

If a registered article cannot be delivered on the first attempt through the postman, an intimation slip should be left at the address in the form given in para 3. Sufficient number of blank intimation slips should be carried by the postman before he goes on his beat.

2. On the first occasion of issue of delivery of a registered article, if the house is locked or if the addressee is not available the postman will fill the intimation slip and leave it in the letter box or under the door or deliver it in the manner in which unregistered articles are delivered to the addressee.

 CONCESSIONAL RATE FOR V.P. BOOK PACKETS

Concessional fee of Rs. 2.50 shall be charged for the registration of a value payable book packet containing printed books, the printed or stamped value whereof does not exceed Rs. 50/- Concession specified shall not be admissible unless the price is either printed or stamped on the printed book or books as the case may be and should be the price of the books and not the VP value recoverable.

 BOOKING OF VP ARTICLES-RESTRICTION OF AMOUNT RECOVERABLE TO WHOLE RUPEE, PROHIBITING FRACTION OF A RUPEE.

From 1-6-1987 VP articles showing fraction of a rupee in the amount recoverable are not be booked. (This is due to the fact that the fractions are not allowed in money orders). Amendment to Rule 94 of Indian Post Office Rules 1933 issued).

 TREATMENT OF ARTICLES FOR WHICH REGISTRATION IS NOT COMPULSORY BUT CONTAIN VALUABLE PROPERTY:

Such articles which do not contain anything for which registration is compulsory but which might have been entered in the register of articles containing valuable property should be redirected by the R.L.O. only as ordinary letters and Department will have no liability for their contents. They should however be securely packed in such a manner that the contents are not visible and be placed in the mail bag by the supervisor concerned just before the bag is closed and sealed.
