 BPEF affiliated 9 Associations including 3 representatives from BGDKS have attended the periodical meeting with the Secretary Posts, DG (P) on 22/12/2022




Today BPEF affiliated 9 Associations including 3 representatives from BGDKS have attended the periodical meeting with the Secretary Posts, DG (P), DDG(FS), DDG(Est.), DDG(PAF), DDG(Tech.), DDG(MB), DDG (P&SR), Director (SR) and other Directorate authorities.


Hon'ble Secretary Posts has preceded the meeting and Hon'ble DG posts conducted the session is coherent manner.

Federation demands
Department has agreed to restore Supervisors distinct category by finalising the court case on next date of hearing.

GDS issues
Department has agreed to our request for providing Medical Insurance to GDS through Ayushman Bharat scheme of Govt of India. After strong approach of this Federation Three promotion to GDS (12,24,36) years proposal will be again sent to fin ministry to get approval.

Due to electronic fund transfer facility, to avoid cash handling related TRCA loss, Department will setup new formula to calculate TRCA.

We have requested to provide minimum Rs.5000/- + DA pension to GDS after 65 years service.

Group C issues

Department initially had opposed the proposal of Rs.4200 grade pay to PAs.

After that we pressed about the unique nature of PAs work when compared to all other SSC CGL posts, Department agreed the merit on that proposal and will send proposal to Fin. Ministry.

2. It was pressed to merge the SBCO willing officials with Audit office cadres instead of merging with PO cadres to ensure vigilant functioning of SB work.

Network & server issues will be gradually settled within 6 months since main server switched over to disaster recovery server.

Supervisors issue


Directorate already insisted circles twice to grant offg pay and allowances to selection grade supervisors. Now compliance report will be called for from the circles for the list of officials performed higher duties of selection grade supervisors posts.

Review DPC is agreed to conducted but date of notional promotion was informed as an date of actual joining which we refused to accept that point.

By violating Supreme court order dated 10.10.2017, Illegally 6 PSS Gr B posts of our General Line Supervisors quota is adjusted to ASP cadre for the year 2017-18. It was opposed vigorously in details and directorate agreed the merit on that to examine that case to restore 6 PSS Group B posts to ours. We agreed to withdraw all the 4 court cases in this regard.

After our proposal Department is going to introducing fast-track exam only from LSG to HSG II.

Postman Issues

After negotiating Department agreed to purchase 4G sim card for PMA device to faster network.

After strong pursuance, Uniform allowance will be increased to Rs.10000 from Rs. 5000. Proposal sent to min of finance for approval.

Double duty, speed incentive pending bills in some circles will be cleared as per our demand.

RMS & MMS demands

RMS & MMS cadre restructure will be implemented shortly

66.66% Divisional Strength restrictions while considering the Rule-38 transfer guideline will be removed after completing all recruitment within July,2023.

Proposal of CPMG, Punjab Circle regarding abolition of long route sections and implementation of RTN will be re-examined.

Civil wing issues

All the posts of clerical cadre will be declared as Non- sensitive and will not be transferred to other Division/states, except on request cases.

Accounts cadre demands


Some percentage of AAO cadre posts will be reserved for seniority cum fitness quota to Sr & Jr Accts by amending the AAO RR.

Departmental Examination for promotion from MTS to LDC & LDC to Junior Accountant will be conducted shortly.

Admin wing demands


Cadre restructuring of admin wing will be expedited.

CPC staff borne under the establishment of CO. Hence 5 days work a week demanded and assured to considered.
