VACANCIES IN CENTRAL GOVERNMENT/PSUs

Will the PRIME MINISTER be pleased to state:
(a) the details of vacancies in Central Government and its PSUs till date, Ministry/Department-wise;
(b) the details of total vacancies in Central Government and its PSUs in reserved categories like SC, ST, OBC etc. till date, Ministry/Departrnent/PSU-wise;
(c) the details of vacancies advertised and filled up during current year, Ministry/Department/PSU-wise till date; and
(d) the details of vacancies which were filled up on contractual basis during the current year till date, Ministry/Department/PSU-wise?

MINISTER OF STATE IN THE MINISTRY OF PERSONNEL, PUBLIC GRIEVANCES AND PENSIONS AND MINISTER OF STATE IN THE PRIME MINISTER’S OFFICE (DR. JITENDRA SINGH)
(a): As per the Annual Report of Department of Expenditure, the details of vacancies under various Ministries/Departments of the Central Government, as on 01.03.2021, are at Annexure. Data is centrally maintained only in respect of employees of Central Ministries/Departments.
(b): Data is maintained only in respect of backlog vacancies in Central Ministries/Departments.
(c): Vacancies are advertised and recruitment made based on the requirements given by the user Departments/Organisations. During current year, i.e., from April 2022 onwards, about 1.47 lakh new appointees have been inducted by various Ministries/ Departments/ PSUs/ Autonomous Bodies/ Banks etc.
(d): Contractual appointments are made by individual Ministries/Departments strictly based on their requirements and data, if any, remains in their custody.

VACANCIES ADVERTISED IN THE COUNTRY

Will the PRIME MINISTER be pleased to state:
(a) the number of vacancies advertised by the Staff Selection Commission (SSC), Union Public Service Commission (UPSC) and other institutions in the country since 2017 till date, the details thereof;
(b) the number of candidates recruited by these Commissions and Institutions in the country during the said period, category-wise details thereof;
(c) whether the number of recruited candidates is lower as compared to the vacancies advertised by SSC, UPSC and institutions during this period, if so, the reasons therefor; and
(d) the number of candidates Government proposes to recruit through these Commissions and other Government recruiting institutions in the next two years, Ministry-wise/Department-wise details thereof?

(a) & (b): Vacancies are advertised based on the requirements given by the user Ministries/ Departments, each year. Number of candidates recruited by UPSC and SSC during last five years is 2,46,914.
(c): In a few cases there may occur minor variations and the number of candidates nominated may be slightly lower than the number of vacancies reported due to non-availability of candidates fulfilling specific eligibility criteria, laid down in the Notice of the Examination.
(d): Occurrence and filling up vacancies is a continuous process, as per the requirement of various Ministries/ Departments/ Organizations of Central Government. Government has already issued instructions to all Ministries/ Departments for timely action to fill up the unfilled posts.

RECRUITMENTS IN GOVERNMENT SERVICE 285 DR. V. SIVADASAN:
Will the PRIME MINISTER be pleased to state:
(a) the number of applicants in Group A, B and C services during the last five years, year-wise and State-wise details thereof;
(b) the number of candidates who have been given appointments in Group A, B and C services during the last five years, year-wise and State-wise details thereof;
(c) whether there is any special recruitment drive to ensure that atleast 10 Lakh candidates are appointed to Union Government services; and
(d) the total number of vacancies in Group A , B and C services?

(a) & (b): During the last five years, Staff Selection Commission (SSC) and Union Public Service Commission (UPSC) have recommended 1,74,894 and 24,256 candidates, respectively, in Group ‘A’, ‘B’ and ‘C’ services.
(c): Occurrence and filling up of vacancies is a continuous process, as per the requirement of various Ministries/ Departments/ Organizations of Central Government. Government has already issued instructions to all Ministries/ Departments for timely filling up of the unfilled posts. The Rozgar Melas being organized by Government of India are expected to act as a catalyst in further employment generation and provide meaningful opportunities to the Youth for their empowerment and participation in National Development directly.
(d): As per Annual Report of Department of Expenditure, the number of vacant posts under various Ministries/ Departments of the Central Government, as on 01.03.2021, in Group A, B and C are 23584, 118807 and 836936, respectively.

(a) the number of vacancies in the Central Government in Group A, B, C and D;
(b) the number of aspirants who have taken the UPSC examinations during the past three years and the number of selections thereof;
(c) the number of vacancies in the Central Secretariat Services; and
(d) the number of promotions pending in the Central Secretariat Services?

(a): As per Annual Report of Department of Expenditure, the number of vacant posts under various Ministries/ Departments of the Central Government, as on 01.03.2021, in Group A, B and C are 23584, 118807 and 836936, respectively.
With the acceptance of the recommendations of the 6th Central Pay Commission Report, Group ‘D’ posts have since been merged with Group ‘C’ posts.
(b): During the last three years, i.e., from the recruitment year 2019-20 to 2021-22, the Union Public Service Commission (UPSC) has recommended 13,122 candidates for appointment on the basis of examinations conducted by it.
(c) & (d): Eligible Officers in the grade of Assistant Section Officer/ Section Officer/ Under Secretary/ Deputy Secretary/ Director /Joint Secretary-in-situ have been promoted, against available vacancies, except where the matter is sub-judice.

Will the PRIME MINISTER be pleased to state:
(a) the objective of the Pradhan Mantri Rojgar Mela;
(b) the number of people, who have been given appointment letters during this fair so far, along with the number of youths receiving such appointment letters in the State of Gujarat, the details thereof; and
(c) whether there is a plan to provide more employment opportunities in future through this fair?

(a): ‘Rozgar Mela’ is one of the steps towards fulfillment of the commitment of the Government to accord highest priority to employment generation amongst youth.
(b): Rozgar Mela events are being held across the country and so far about 1.47 lakh new appointees were inducted by various Central Government Ministries/ Departments/ PSUs/ Autonomous Bodies and Banks etc.
(c): Rozgar Mela is expected to continue to act as a catalyst in further employment and self employment generation and provide gainful service opportunities to the Youth.
