Consumer Price Index for Industrial Workers (2016:100) – January,2024

The Labour Bureau, an attached office of the M/o Labour & Employment, has been compiling Consumer Price Index for Industrial Workers every month on the basis of retail prices collected from 317 markets spread over 88 industrially important centres in the country. The index is compiled for 88 centres and All-lndia and is released on the last working day of succeeding month. The index for the month of January, 2024 is being released in this press release.

The All-lndia CPI-IW for January,2024 increased by 0.1 point and stood at 138.9 (one hundred thirty eight point nine). On l-month percentage change, it increased by 0.07 per cent with respect to previous month compared to increase of 0.38 per cent recorded between corresponding months a year ago.

The maximum upward pressure in current index came from Housing group contributing 0.48 percentage points to the total change. At item level, House rent, Ladies Suiting, Casual wear, Saree Cotton, Woolen Sweater/Pull-over, Plastic/PVC Shoes, Tailoring/Embroidery Charges, Chewing Tobacco, Foreign/Refined Liquor, Pan Masala, etc. are responsible for the rise in the index. However, this increase was largely checked by Onion, Potato, Tomato, Brinjal, Ginger, Peas, Cabbage, Cauliflower, French Beans, Lady’s Finger, Banana, Grapes, Papaya, Pomegranate, Coconut Fresh with Pulp, Kerosene Oil, Charcoal, etc. putting downward pressure on the index.

At centre level, Raniganj recorded a maximum increase of 4.2 points followed by Ramgarh with 2.5 points. Among others, 7 centres recorded increase between I to 1.9 points, 38 centres between 0.1 to 0.9 points. On the contrary, Guwahati and Tripura recorded a maximum decrease of 1.7 points each. Among others, T centres recorded decrease between I to 1.4 points,30 centres between 0.1 to 0.9 points. Rest of two centres’ index remained stationary.

Year-on-year inflation for the month stood at 4.59 per cent compared to 4.91 percent for the previous month and 6.16 per cent during the corresponding month a year before. Similarly, Food inflation stood at7.66 per cent against 8.18 per cent of the previous month and 5.69 per cent during the corresponding month a year ago.

Subject: Precautionary measures to guard against fraud in PLI/RPLI

There have been repeated instances coming to light wherein departmental staffs have been identified to be indulged in misappropriation of public money in PLI/RPLI. This office has been regularly issuing directions for taking guard and preventive measures to check occurrence of frauds time and again. Very recently a case has came into the cognizance of this Dte wherein fraud has been committed using Mccamish ID of one of the user/operator after getting Rule-38 transfer to a different Circle.In this regard, the under mentioned letters related to preventive vigilance (enclosed herewith) may please be disseminated among all and in-house training on preventive vigilance be organized sensitizing the staffs/officials to avoid any such recurrence in the future.


In addition to the above, the need to continuously monitor CSI transaction being done on Sunday/holiday for which CEPT has provided a separated dashboard may also be promulgated amongst all. Subject: Promotion in Postal Service Group 'B' cadre for the vacancy year 2016-17- Case of Shri Balbir Singh, Punjab Circle.

In compliance of DoPT OM No.36012/1/2020-Estt. (Res-II) dated 11.07.2022 & dated 18.10.2022, Shri Balbir Singh (DOB: 08.07.1973) was promoted to PS Gr.B cadre, in personam, vide this Department Order of even number dated 11.11.2022 against the vacancy year 2021 by granting the benefit of reservation for PwBD employees in promotion.

2.    In pursuance of Hon'ble Supreme Court order dated 18.07.2023 in the Contempt Petition (Civil) No.873 of 2023 filed by Shri S. S. Sundaram against Department of Revenue, DOPT vide OM No.36012/1/2020-Estt (Res-II) dated 28.12.2023 extended the benefit of reservation in promotion to PwBDs upto the lowest rung of Group 'A' on notional basis w.e.f. 30.06.2016 subject to their fulifillment of eligibility condition as laid down in DoPT OM No. 36012/1/2020- Estt.(Res-II) dated 17.05.2022.

3.    It has been observed that Shri Balbir Singh is eligible for the vacancy year 2016-17 in accordance with the DOPT OM No.36012/1/2020-Estt (Res-II) dated 28.12.2023. Promotion order for DPC 2016-17 was issued vide this Department Notification No.9-14/2016-SPG dated 09.12.2016.

4.    In compliance of DoPT OM dated 28.12.2023 and in partial modification of this Department Order of even number dated 11.11.2022, approval of the Competent Authority is hereby conveyed to grant promotion in PS Group B cadre to Shri Balbir Singh, in personam, against the vacancy year 2016-17, after having been found 'fit' by the Review Departmental Promotion Committee in its meeting held on 16.02.2024, notionally with effect from the date of joining of his immediate junior i.e. Shri Jayashree Bhattacharya from West Bengal Circle.

5.    Other terms and conditions as mentioned in this Department Notification No.9-14/2016- SPG dated 09.12.2016 will remain unchanged and will be applicable to this Order.

Kindly refer to PLI Dte letter no. cited above. Master Circular containing guidelines related to AML/CFT/ML alerts for insurance services has been issued vide letter under reference wherein comprehensive instructions were issued for reporting of certain specified transactions detailed in para D(ii) of the aforesaid Master Circular.

2. It has been learnt that the transactions as per the prescribed procedure are not being reported at Circle level.

3. It is therefore requested that necessary instructions may kindly be issued to all concerned to adhere to the instructions contained in the Master Circular in letter and spirit. Moreover, consolidated Circle-wise report for the month of Jan 2024 may kindly be forwarded as early as possible to the PMLA division and also, in future, all due monthly reports may kindly be forwarded directly to PMLA division by 5th of the succeeding month under intimation to this office.

Subject: - Registration of beneficiaries under PM Surya Ghar Yojana

As you would be aware that Hon'ble Prime Minister has recently announced Pradhan Mantri Surya Ghar Yojana with an aim to light up 1 crore households by providing up to 300 units of electricity through rooftop solar (RTS) every month.

2. The Ministry of New and Renewable Energy (MNRE) has requested the Department of Posts for implementation of a door-to-door campaign to register the beneficiaries under this programme. It has been decided that DoP, by utilizing its delivery staff (Postman/GDS etc.) will conduct door-to-door registrations on the mobile application "QRT PM Surya Ghar".

3. A kind reference is invited to DO letter no. BD-10RP/1/2024-BDMD dated 13.02.2024 followed by meeting with held by Member (O) on 14.02.2024 in this regard. Training sessions for Circle admins and master trainers have been organized on 13.02.2024 and 22.02.2024 by MNRE technical team.

4.  In this regard, detailed SOP along with FAQS is enclosed for ready reference. The financials and SAP of the project will be shared shortly. The enrolment of enumerators (Postman/GDS etc.) is to be completed by 25.02.2024 by respective Circles admins. The user IDs of the Circle admins are attached herewith. The password will be their mobile number which was shared by the Circles with this office. (Password may be changed immediately on first login)

5. The registration process shall go live on 26.02.2024. It is a special initiative of the Government of India and will be monitored by PMO therefore, it is requested to kindly ensure its finer execution, exceptional quality and time bound completion.

6. Circle-wise target has been prepared which is also enclosed. It is mentioned that the targets have been decided on the number of PMA and DARPAN devices available in the Circle. A target of 60 registrations per device has been fixed, so that requisite number of the beneficiaries is registered all over India. Since the QRT PM Surya Ghar app to be used for registrations, runs on Android, any phone that runs on Android may be used for the purpose of registrations. An action taken report on number of enumerators onboarded and remining may be submitted to BD Directorate on bddirectorate@gmail.com by 26.02.2024.

7. Secretary (Posts) will be reviewing the progress with HoCs next week.

ECI messaging will reach a wide audience through 1.6 lakh bank branches, over 2 lakh ATMs & 1.55 lakh Post Offices across the country

In a first-of-its-kind initiative, Election Commission of India (ECI) today signed a Memorandum of Understanding (MoU) with two prominent organizations, the Indian Banks’ Association (IBA) and the Department of Posts (DoP) to amplify its voter outreach and awareness efforts ahead of the forthcoming General Elections to Lok Sabha 2024. The initiative is in continuation of ECI’s untiring efforts to enhance electoral awareness in the country. Notably, ECI had recently signed an MoU with the Ministry of Education to formally integrate electoral literacy into the educational curriculum of schools and colleges. The MoU was signed today in the presence of Chief Election Commissioner Shri Rajiv Kumar and Election Commissioner Shri Arun Goel. Sh Vineet Pandey Secretary, Department of Posts Shri Sunil Mehta, Chief Executive, IBA and other officials from Department of Posts, IBA and ECI were present on the occasion.

As part of the MoU, IBA & DoP with its members and affiliated institutions/units will extend support in promoting voter education through their extensive network on a pro-bono basis, employing various interventions to empower citizens with knowledge about their electoral rights, processes, and steps for registration and voting.

Key highlights of the MoU include:Members and affiliated institutions/units will display voter education messages prominently on their websites, directing visitors to learn more about the electoral process.

Voter education content will be disseminated through various promotional channels such as social media and customer outreach platforms of member institutions, ensuring widespread awareness among stakeholders and the public.

Voter education messages will be displayed in the form of posters, flex, and hoardings at office infrastructure/premises at major locations, reaching customers at key touchpoints.

All member institutions under IBA & DoP will establish Voter Awareness Fora to engage employees and customers in discussions and initiatives related to voter education.

Sensitize about training module on SVEEP in the regular orientation Programmes of employees of IBA & DoP.

The Department of Posts will affix a special cancellation stamp (bearing voter education messages) on the postal articles.

Despite successfully managing and conducting elections by the Election Commission over the years in fair and peaceful way along with a significant increase in participation of the electors, there is also a concern that around 30 crore electors (out of 91 crore), did not cast their votes in General Election to Lok Sabha 2019. The voting percentage was 67.4%, which the Commission has taken as a challenge to improve upon.

This collaboration with IBA and Department of Posts, signifies a significant step towards strengthening democracy by empowering citizens with knowledge and awareness about their electoral rights and responsibilities. Through concerted efforts, both organizations are committed to fostering a culture of informed and active participation in the electoral process.


Background: The Indian Banks' Association (IBA), formed on September 26, 1946, started with 22 members and now has a strong network of 247 members across the country. Public sector banks are in lead with 90,000+ branches and 1.36 lakh ATMs followed by 42,000+ branches of Private Sector Banks with 79,000+ ATMs. Regional Rural Banks contribute 22,400+ branches, while Small Finance & Payment Banks operate around 7000 branches and 3000+ ATMs. Foreign Banks maintain 840 branches and 1,158 ATMs, and Local Area Banks have 81 branches. The cumulative number of the branches are 1.63 lakh+ with 2.19 lakh+ ATMs across the country.

For more than 150 years, the Department of Posts (DoP) has been the backbone of the country’s communication and has played a crucial role in the country’s social economic development. With more than 1,55,000 post offices, the DoP has the most widely distributed postal network in the world.
