Subject: Junior Time Scale (JTS) DPC for the vacancy year 2017-18 and onwards - regarding.
Sir/Madam,
I am directed to refer to the subject cited above and to say that for ensuring timely convening of DPC for promotion to Junior Time Scale of Indian Postal Service, Group 'A' for the vacancy year 2017-18 and onwards, the Competent Authority has directed that all Circles should depute DPS (HQ) to be the nodal point for ensuring readiness of the APARs as well as other relevant documents as detailed below so that the same could be made available to this Directorate at a short notice:
(i) Complete APAR dossiers in respect of all PS, Group 'B' officers upto the year 2021-22 who were/are in service during the period from 01.04.2017 to till date as per seniority lists circulated vide OM No. 9-02/2013-SPG dated 16.09.2014 and OM No. 9-02/2019-SPG-II dated 14.03.2024 [Annexure-I(a) and I(b)]. In case of officers where NRC is placed for APARS, then previous years' completed APARs may be included in the dossier with a view to ensure that at least eight complete APARs are available.
(ii) The details of successful completion of minimum two weeks' PS, Group 'B' Induction Training along with basic details in respect of each officer may be submitted as per the enclosed proforma (Annexure-II).
(iii) List of officers against whom vigilance/Disciplinary/criminal proceedings are pending and details of officers who are under suspension may be furnished as per proforma at Annexure-III. A copy of relevant order/charge sheet may be sent with scanned APARS of the concerned officer. If any change in vigilance status occurs, it must be reported
