Background

Shri Surjit Singh, a retired Indian Army pensioner residing in Guntur, Andhra Pradesh, faced significant delays in receiving his pension arrears. These arrears, amounting to ₹15,77,749, were due from February 2016 to January 2020.

Initial Efforts

Mr. Singh submitted multiple representations to the concerned authorities regarding his unpaid arrears. On November 28, 2022, the Principal Controller of Defence Accounts (PCDA) informed the Central Pension Processing Centre (CPPC) of Canara Bank that the sanction for waiving the delay in claiming time-barred arrears had been approved. However, Canara Bank did not act promptly because his pension account had migrated to the SPARSH portal.

CPENGRAMS Portal Intervention

In March 2023, Mr. Singh discovered the CPENGRAMS portal and filed a grievance on March 29, 2023 (DOPPW/E/2023/0012616). The grievance was forwarded to the PCDA, which requested CPPC Canara Bank to issue a non-payment certificate and due drawn statement for processing arrears through the SPARSH portal. His grievance was closed on April 28, 2023, but the arrears were still unpaid.

Continued Determination

Unyielding in his pursuit, Mr. Singh filed another grievance on August 1, 2023 (DOPPW/E/20230032694). After examination, the Competent Authority sanctioned the claim. On December 29, 2023, a letter confirmed that the arrears from February 2016 to January 2020 had been processed, and payment was forthcoming.

Resolution

Mr. Singh finally received his arrears of ₹15,77,749, which he confirmed. This success highlights the efficacy of the CPENGRAMS portal in resolving pension-related grievances and underscores the importance of persistence in navigating bureaucratic challenges.
