 Postal Department to assist Pensioners with Easy Digital Life Certificate Generation

India Post Simplifies Digital Life Certificates for Pensioners

In a move to simplify the process of obtaining digital life certificates for pensioners, the Indian postal department has stepped up to provide assistance. This initiative aims to address the challenges faced by pensioners, particularly the elderly and infirm, who often struggle to physically visit pension disbursing agencies to submit their life certificates.

Leveraging the Postal Network

The postal department, with its extensive network of post offices across the country, is now facilitating the generation of digital life certificates (DLCs) through its integration with the Jeevan Pramaan application maintained by the National Informatics Centre (NIC), Government of India.

Doorstep Service for Pensioners

Pensioners can now contact their nearest post office or request a doorstep visit by the postman or Grameen Dak Sevak to avail of the DLC service. This service is available for both India Post Payments Bank (IPPB) customers and non-IPPB customers, ensuring accessibility for all pensioners. While the initiative is particularly focused on assisting elderly pensioners who may face mobility challenges, it is not limited to them. Younger pensioners can also take advantage of this service, making it a comprehensive solution for all pensioners needing assistance with their DLC submissions.

Hassle-free and Paperless Process

The issuance of DLCs through the postal department is a completely paperless, seamless, and hassle-free process. The certificate is generated instantly upon successful biometric authentication using the pensioner’s Aadhaar number and other relevant details.

Nominal Fees and No Doorstep Charges

For every successful generation of a DLC, a nominal fee of Rs. 70 (inclusive of GST/CESS) will be charged. However, there will be no doorstep charges levied for IPPB or non-IPPB customers.

Pre-requisites for DLC Generation

To generate a DLC through the postal department, pensioners must have an Aadhaar number, an existing mobile number, and their Aadhaar number must be registered with their pension disbursing agency. Pensioners should also have their pension details, such as type of pension, sanctioning authority, disbursing agency, PPO number, and account number, readily available.

Accessing the Digital Life Certificate

Once the DLC is generated, a Pramaan ID is shared with the pensioner by NIC directly. Pensioners can then download the DLC through the Jeevan Pramaan website using this Pramaan ID.

Benefits for Pensioners

This initiative by the postal department significantly benefits pensioners by eliminating the need for physical visits to pension disbursing agencies. It provides a convenient and efficient way for pensioners to secure their life certificates, particularly those who have relocated after  retirement or face mobility challenges due to age or infirmity. By extending this service to all pensioners, the government ensures that everyone can access their pension benefits with ease. By leveraging the extensive postal network and providing doorstep assistance, the Government of India aims to ensure seamless access to pension benefits for all pensioners across the country.

In our country, Hindi Day is celebrated every year on September 14. On September 14, 1949, the Constituent Assembly declared Hindi as the official language by a unanimous decision. To emphasize the significance of this decision and to promote Hindi in all areas, September 14 has been celebrated as 'Hindi Day' across India since 1953. Many Scholars, organizations, and Government Departments are working at their level for advancement of Hindi. Among them, the unique family of Shri Krishna Kumar Yadav, Postmaster General, North Gujarat Region, Ahmedabad, is remarkable for its three generations dedication towards the enhancement of Hindi and also being honored globally in various countries.

A native of Azamgarh district in Uttar Pradesh, Krishna Kumar Yadav's family includes his father, Shri Ram Shiv Murti Yadav, as well as his wife, Mrs. Aakansha Yadav, and their two daughters, Akshitaa and Apurva, all of whom continue to contribute to Hindi through their creative writing and blogging. Along with numerous publications in National and International magazines, 07 books of Krishna Kumar Yadav and 04 books of his wife, Mrs. Aakansha Yadav, have been published.

Apart from his administrative duties as Civil servant, 7 books of Shri Krishna Kumar Yadav has been published, which includes 'Abhilasha' (a poetry collection), 'Abhivyaktiyon ke Bahane', 'Anubhutiyan aur Vimarsh' (both essay collection), 'Kranti Yajna: 1857-1947 ki Gatha', 'Jungle Mein Cricket' (a collection of children’s poetry) and '16 Aane, 16 Log'. More than hundred awards have been received by various prestigious social and literary institutions for his literary contributions and creative writings. He has been honored by the Chief Minister of Uttar Pradesh, as well as the Governors of West Bengal, Chhattisgarh, and Sikkim.

In the field of Hindi blogging, this family's name is also prominent at the International level. Yadav couple has been honored with the 'Best Blogger Couple of the Decade' award and has received various accolades at the 'International Hindi Blogger Conference' held in Nepal, Bhutan, and Sri Lanka, including the “Parikalpana Blogging SAARC Summit Award.” In the Global Media Forum held in Bonn, Germany (2015), Mrs. Aakansha Yadav's blog 'Shabd-Shikhar' was recognized as the most popular Hindi blog in the 'People's Choice Award' category.

Their daughters, Akshitaa (Pakhi) and Apurva, who are studying in Firdaus Amrut Centre School, Cantonment, Ahmedabad, continue to contribute to Hindi despite their English medium education. Akshitaa has been honored with the 'National Child Award' by the Government of India in 2011, making her the youngest recipient for her blog ‘Pakhi ki duniya’. She was awarded the 'Best Young Blogger' honor by India’s former Minister of Human Resource Development, Dr. Ramesh Pokhriyal 'Nishank', at the First International Hindi Blogger Conference, New Delhi (2011), and received the “Parikalpana Junior SAARC Blogger Award” at the International Hindi Blogger Conference, Sri Lanka (2015). Apurva also used her poetry during the COVID-19 pandemic to raise awareness.

Postmaster General Shri Krishna Kumar Yadav said that, from the perspective of creation and expression, Hindi is one of the leading languages in the world. Hindi is not just a language but our identity; it is the heart of every Indian. In this era of digital revolution, Hindi has the potential to become a global language. Meanwhile, Mrs. Aakansha Yadav believes that Hindi is the thread that binds the nation in unity and is a confluence of various cultures, disciplines, and arts, with its literature preserving the diversity of society, worldview, and folk arts. Today, the importance of Hindi is being highlighted as a language of change and development.

In supersession of the Office Memorandum dated 04.12.2008, 8.12.2014 and 09.07.2018 regarding the permission/approval for reimbursement of the cost of Neuro-implants, including Deep Brain Stimulation (DBS) Implants, Intra-thecal Pump, and Spinal Cord Stimulators for CGHS beneficiaries and those covered under CS(MA) Rules, 1944, it has now been decided to revise the rates of Neuro- implants. The terms and conditions for permission/ reimbursement are:

Instructions for Committee:

 

Recommendation of a Minimum of 3 subject field experts (Neurology/Neurosurgery Specialist) shall be required for justification of the case.

The committee shall contain at least One Neurologist and One Neuro- surgeon.

All rejections to be recorded carefully with well justified reasons.

 

The technical committee shall consider cases in respect of beneficiaries under CGHS/ CS(MA) Rules, 1944.

 

5.   Submission of Application:

 The beneficiaries under CGHS/CS(MA) Rules, 1944 will submit a request for permission for DBS or other neuro implants to the Standing Technical Committee through their respective department in case of serving employees and the Additional Director, CGHS of the concerned zone or city, in case of pensioner CGHS Beneficiary.

6.   Reimbursement Criteria

 The DBS and other neuro implants are planned surgery and therefore, prior permission has to be obtained before the surgery is undertaken. The financial approving authority shall be as per extant rules of Delegation of Financial Powers.

 8.   Guidelines/Indication:

 Same as the conditions given under the section of ‘Intended use’ (Annexure-I, II and III) contained in the licence granted (Form MD-15) by the Central Drugs Standard Control Organization, under Rule 36 of Medical Devices Rules 2017.

9.   Warranty:

The company shall offer a limited warranty for one year from the date of implantation, providing free replacement in the case of battery failure or device malfunction, as reported by the concerned physician.

10.   Validity of rates:

 The revised rates shall remain in force for a period of two years from the date of issuance of this Office Memorandum.

This issue is with the approval of competent authority and concurrence of the IFD vide C.D No. 1467 dated 16.08.2024.

                             Extract from Form MD 15 of DBS Therapy

Intended Use: DBS Therapy for Movement Disorders is indicated for stimulation of the ventral intermediate nucleus (VIM) for patients with disabling essential tremor or Parkinsonian tremor, or stimulation of the internal globus pallidus (GPi) or the subthalamic nucleus (STN) for patients with symptoms of Parkinson's disease. Studies have shown that deep brain stimulation with the DBS Therapy system is effective in controlling essential tremor and symptoms of Parkinson's disease that are not adequately controlled with medications. Additionally, deep brain stimulation is effective in controlling dyskinesias and fluctuations associated with medical therapy for Parkinson's disease. DBS Therapy for Movement Disorders is also indicated for stimulation of the internal globus pallidus (GPi) or the subthalamic nucleus (STN) as an aid in the management of chronic, intractable (drug refractory) primary dystonia, including generalized and segmental dystonia, hemidystonia, and cervical dystonia (torticollis) for individuals 7 years of age and older. DBS Therapy for Epilepsy Bilateral anterior thalamic nucleus (ANT) stimulation using the DBS System for Epilepsy is indicated as adjunctive therapy for reducing the frequency of seizures in adults diagnosed with epilepsy characterized by partial-onset seizures, with or without secondary generalization, that are refractory to antiepileptic medications
